Your interpretation of the announcement of course, but you do appear to be more of a glass half empty kinda guy....
The inverse of your thinking could be as described below:
18 of 49 sites recording values greater than 0.5% potassium (some of which upto .88%) which could also imply 31 of 49 sites recorded values less than 0.5%.
The same logic can also be applied to the recorded K2O values.
Irrespective though, I believe the licences being granted was a given thereforw already factored into the SP, hence the SP remaining flat upon confirmation...
