So basically, most of the $11.1 billion 'subsidy' consists of the $9.2 billion fuel excise rebate. The fuel excise was introduced as a way of funding road maintenance and construction. An exemption was given to consumption of fuel that did not use the roads, such as mining and farm vehicles, and diesel generators.
So not only isn't it a subsidy, but the fossil fuel industry gets none of it. The actual subsidy is to the users of the roads who do not pay fuel excise, like electric vehicles or bicycles.
