Im not sure I agree. Though it does seem that way, they cant possibly give dates of when it will be approved.
I think milestone 4 is referring to the plan itself that will be submitted to BLM will be considered complete. - not approved. I think thats where the misunderstanding is. I sincerely hope im wrong because believe me, ive been waiting a long time for this.
