I am sorry mate I was there 30 odd years ago I do not know the regulations now required .
All I can say is they will need more than one heading to produce the required amount of tons .
At least 3 drive headings in ore and a stope producing ore .
Then you need to get the dirt out of the mine .
They need to put the rails back in .
Miners that can produced these tons are on roughly $1000 a shift in Australia .
With all the other costs involved You can see it is a very expensive exercise.
