I am not sure whether its just the usual shoddy lack of detail or there is something behind it but based on the companies Preliminary results announcement they were waiting on:

This announcement says they have got
The company makes no mention of receiving an Authority to Enter and Operate.
The DOC website makes it clear you need both and they are two different things:

What on earth is going on here ?
