    The answer to this is yes.

    Some time frames

    DFS 3-12 months, followed by
    ML (Mining/Mineral Lease) application 6-12 months, then
    PEPR (Program for Environmental Protection and Rehabilitation) 6 months to 2 years

    So MEU are at least 12-18 months at the earliest away from mining depending on what sort of mood the Dept is in.
