My reading is that the A23M is really for exclusivity for a very long period of 25 years so OCC knows or hopes that it can get product into an established worldwide distribution system it could not develop itself and the distributor knows that no competitors will turn up marketing the OCC product. The parties are stuck with each other now. There would be other agreements about the actual pricing.
