you're right. Half yearly says Outlook Second Half 2017 - mining licence.
I believe they are referring to the financial year.
so first Half calendar year
also says 65m aud for completion including contingencies and wc
53m committed by lenders
now 6m from offtaker
leaving just 6m aud.
all but offtake needs a scribble above the dotted line of course.
then requires actual hand over of cash.
