We don't hear much about the VRC MOU with China"s second or third largest battery producer Optima Nano these days but they have been in the news recently with some financial problems and a bank bailout.

This bit seems to outline the nature of the problems

"The high cost of battery ingredients such as lithium and cobalt, and the intense competition in the sector are among the reasons for the company’s financial problems,"

So seems to be some intense competition in the battery manufacturing space.
