So two outcomes likely from government IMO:
FAR told by government to shut up - since government wants development ASAP
FAR told by government to initiate arbitration immediately - no more stalling.
Remembering that government gets 75% of profits from this project, any delay hurts them and likely the politicians involved. Considering there is an election soon, I'd bet the opposition is going to be singing this as a failure of the present government and playing with the future wealth of the people.
