    Those small orders are probably small holders that don't care what the sp does after they sell, or algorithmic trades that would buy and sell regardless of where the sp is. You don't need the sellers to stop selling, you just need an uptrend and/or anticipation of news which encourages buyers to pay up rather than wait and sellers to wait rather than sell down.
