Yes timelines slip in early stages of these projects but this is their first proper milestone and they should have had this clearer with the Chinese. everyone's timeline has slipped in the graphite sector .... SYR, MNS to name a few of the heavy weights. GPX may have been a bit ambitious with their timelines but it's what the share price does that matters!
