There are a few differences between a pure cobalt play while cobalt was in a bubble and what we have here.
I don't think any serious investor believe these MOUs binding or to be anything other than proof that we have a few big players' attention.
If these were binding contacts, the MC wouldn't be sitting at 40m$ for a project potentially delivering 250-500m$ Ebitda.
