This will force the hand of one of the three non-bindings to quickly progress to binding agreements. RNU holds the power in the negotiations at this stage so should be able to get favourable terms on the binding agreements.
The approach of staged production was the safe bet and a great strategy from management. However if people want more then I'm sure management will pivot and go for glory on the full production.
