You don't need an MOU to access the books. That can be done under other agreements and they don't need to be reported to the market. Data rooms are often established for more than one party to access the books.
The MOU is there to establish that there is an agreement in place between the two parties. It would be poor form to be drawing up multiple MOUs for the same subject.
