A agreement (or intent as you say) to explore the subject is what I'm talking about. Not the actual agreement to the subject.
What I'm saying is that you can access the books without an MOU. You don't need one. Why even bother with one if this is super competitive.
MOUs have proved time and time again to be pretty worthless. How many non-binding MOU announcements were these between 2020 and 2022 that turned out to nothing... my guess is probably 80%.
