I got the feeling we were and many still be in a TO situation without a bid ... Usually done with multiple parties buying stock but with a common objective of coming together at a point in time and collating their true shareholding(s) viz "Warehousing" banned under ASX/ ASIC etc.
But, rarely if ever enforced ... Still think the shorting is to achieve a purpose.
