I think your suggestion that there are indications of "headwinds" is being kind to the efforts of Kalikasan and its National Coordinator, Leon Dulce, who is more likely whistling (or something similar) in the wind in his efforts to sound convincing about his claims of damage to the environment. I think that Leon Dulce and the local Governor are mouthing off and are going to get nowhere. Any attempt to block OGC from restarting the mining operation should see President Duterte's Office intervene and sort the situation out with the use of the police again if necessary. I am fairly relaxed about where things are at now.
