15-35% is normal for what a publisher gets as their share vs what they pay devs. But you're right it's free return on their capital. Just felt they could have negotiated a better deal than that or had some minimum guarantee or dedicated marketing budget in the deal.
Timing for China publishing can take a while. Yodo1 suggested 12-18 months?! I didn't realise that long. But you have to apply and there's a backlog.
