Just my interpretation of the wording they have chosen in the anns mate, if he was full time, they wouldn't say "in the fullness of time he will be full-time engaged" - would you say that if he was already full time? I wouldn't.
Words like consult, advice, etc. don't lend it self to "bull by the horns" type management.
All IMO, I could be dead wrong - and frankly, I hope I am!
