One thing that might be in NTL's favor is that by getting in there and making this mine safe for mining again they may actually stop some of the sediment from the mine shaft working it's way out. Some of it is impossible to stop, but if I lived in the area I would want someone to get in that mine and make it safe, even if it meant reopening it again in order to keep it in check.
