Terra Firma were the appointed mine manager for the last ten years. To say they lined their pockets is a bit harsh as while you are correct by far the many millions they were paid should have dealt with water levels, it probably did when they were paid to maintain it.

You have to remember NTL shut them down some years back and naively failed to do monthly inspections till just recently with the least spent on the mine itself for many decades according to the annual reports. Unfortunately the majority of money raised recently was spent on admin not the mine.

Upkeep and maintainance play an important role in keeping an old mine in good stead.

What differs from the many decades ? Im sure the investigation into this should bring the matter to light. If what Bizzo says is correct it is a case for why one needs specialist skills for this specific mine.
