I've no idea how they raise further funds from where we are at the moment.
Either the PFS and some permitting gives this a mighty kick (problematic because of your point on even a brownfield capex requirement) or it's down to DNK...who, from what I've seen have about $40m max to spend...(I could be wrong though).
In any case, a PFS is further de-risking of the project...as small a step as it may be.
