The 'exploration only' statements was clearly implied in all the pre drill jargon.
I raised this exact same query with Cath at the RSS show in Perth a few months back. From what was said at the time, should there be a 'productive oil / gas field' encountered at Fan1, the actual 'chance' of the well being in 'precisely' the right place was unlikely. As such, the actual 'production' drill would most likely be completed by side drilling (there is a proper name for it, which I can't think of at the moment) off the existing Fan1 well liners.
That was the general gist of how Cath answered my question....hope this helps.
