Yeah, they are meant to have very strict trading windows during which they are allowed to trade, and the trading day before a price sensitive announcement (and followed by another one) is not that window.
If it is not illegal or a breach of their trading policies, it is at least a very bad look, particularly given the announcement was flagged in their quarterly - it said they would have an announcement last week and further announcements in the coming weeks.
I am glad he is buying more shares, but needs to be careful.
