So management discount 9% to new shareholders (probably resulting in SP dropping the same). So loyal shareholders get diluted by 11% on top of the 9%.
Seems to me management are saying, "thanks loyal shareholders, take a 20% hit." Not a great marketing strategy, p1ssing off your existing shareholders.
