they already announced in the June 1st update that they were finalizing contracts. to make an announcement that says the same thing only including the words "in a few weeks" would be the sort of fluff announcement they've copped criticism for in the past.
i would suggest that maybe the timing relates to March 19 announcement. Formalizing the SWP JV may need to be complete first.
