    up to the public prosecutor if he / she wants to bring criminal charges. regardless of what the prosecutor decides, investors may seek civil remedy for damages (different court and different standard of proof)

    think back to Oj simpson - he was acquitted in criminal trial but found guilty under a lower burden of proof for civil damages in litigation by the victims parents
