Why do ppl think it needs to be one or the other? Dividends or buy-back??
They may never buy-back a single share. No one knows how it will be implemented. They may have a set % discount that they will purchase at. The liquidity will mean that they won't be able to purchase many anyway but at least the announcement alone should now place a floor under the sp.
