I wonder if it's in order to facilitate if one of the big holders wanted to get out. I notice that the previous 4th biggest (according to AR) sold out on market - 2m or so shares...though I note that the buy back only grabbed 600k or so of these - so someone must have been quick on the trigger to snap up the rest - a hard stock to accumulate given the low volumes. I've been trying to obtain more stock...but just not enough on market
