I think this was a great announcment - albeit a surprise!
Obviously the share price has been hammered down over the past couple months due to Trump, but the share price performance is almost entirely due to external factors and not a reflection of the company (setting aside the court case for a moment).
For the company to announce this shows a great deal of strength and belief in the company and the results they are forecasting moving forward. It signals to the market that support, and leaves them flexible on what they end up deciding to do - if markets continue to tank they can take advantage of that and buy back the shares for cheap, and if the market recovers they don't have to buy back anything. A clever way to use their cash on hand in my opinion.
