can they buy at 0.016 tomorrow? I doubt the vwap rule would allow.
happy to be proven wrong but think it will take another day or two of 0.016 buys and vol till BRK/CPS can move the bid up from 0.015.
(and yes they can cross at 0.0155. but they need to sell order so doubtful (unless conspiracy theory kicks in that they are selling ).
