    it's 3% across any six month period, quite high. so if the 10% buyback were done across a year and APAC bought no shares, they'd go up just a little over 2%, leaving them nearly another 4% wiggle room to buy up to the 6% max if that's something they want to do. In other words I think APAC's buying won't really be affected by creep rules much more than it already was.
