I think the only restriction is the VWAP price cap as I don't recall ever reading about a volume cap. The price cap would in effect limit volume anyway. Trying to buy most of the volume would quickly push the price beyond the cap.
With a buy back on lower prices are good, unless the price is dropping for a good reason as opposed to sentiment and volatility.
