Re: time and resources, clearly both were inadequate at the time of the initial IDE application, hence the 1700 page follow-up document followed by a back to basics pre-sub meeting - ouch that's really got to hurt.
Re: means and courage, I can't even storify a rationale to conclude disclosure not required. Sure, it's hardly in their best personal interests, but aren't there rules around that?
Perhaps unsurprisingly I find myself humming follow the yellow brick road (ha ha) ... and wondering who the real stinkers are.
