Are you saying that someone has to go down with the ship because they didn't anticipate the delay? Just trying to understand what you are trying to say.
Not so worried about whether there is a downtrend or not. This is all about getting the approval. I have been buying at these levels because not everyone wants to wait, so there are naturally some seller, but I can't see it trading lower if the approval comes through.
