Well, no. They can't drill without mud, and they can't guarantee they won't hit fractures elsewhere.
They could drill a larger hole but I don't really see what gains there would be to that. The flow will be coming from the fractures so its rate will be determined by fracture width and numbers, not the wellbore diameter.
And drilling a larger hole is a lot slower and a lot more expensive.
