Last review concludes "They need to simplify their product offering which had become a bit muddled and over complicated, largely due to various acquisition activities. Similiarly they needed to get all their employees on the same page"

Response: Make a heap of people redundant, make one off payments which would be for the betterment of ongoing employee costs and keeping those they needed. Then go acquire a few companies and go on a hiring spree.
