Agreed, it's not billions of dollars.
It's only a $3m USD add on to a standard phosphate beneficiary plant to do yellow phosphorus.
That is based on another stock I watch who are potentially doing the same thing.
Hebang is investing USD2 billion on another project (https://www.yicaiglobal.com/news/china-hebang-to-build-the-world-largest-plant-for-weed-killer-ingredient-)
So I think even $100M would be ok for them...
