If they are going to make HALEU one day at Paducah then a secure method of transport will be required (read purpose built cask)
I am willing to bet that these casks will want to use pure U238 (Depleted Uranium)
and the DOE has a shortage of that in pure form is what I read!
The Silex laser enrichment can help with that also by removing U235 from tails material.
I reckon they will use pure U238 as shielding in these casks as it is an ideal material especially if it has had the remaining U235 removed.
So it might be chicken and egg stuff as well here, because they will need the pure U238 for solving the transport issue but that will come from the enrichment of the tails material "I believe?"
