4) is the govt funded feasability for the govt to fund a pipeline? or is it more govt fubded research so a 3rd party can build (ie, APA)?

it seems clear there is gas on our ground. but i have no idea whatit takes to get it sold

The only part of your post I can address is that of cost. When the MOU with APA to build a pipeline was revealed the est cost was $800m.
