You are correct about Chilleaxed's comment on 2H spud date from the GM. It is apparently planned so the weather conditions are more conducive for practical purposes. Not the least being warm temperatures of maybe -10 to -20C instead of -40C with blizzards (one of those windy days nearly killed me in Canada).
As you say year round drilling is possible in Alaska subject to permitting. DW did mention drilling year round at the meeting but didn't go into any detail from what I recall.
