There is more demand for transport fuels in the north west of Australia for the forseeable future than could be met with production locally from Rafael and Yulleroo.
Small modular (tea kettle) refineries constructed in the last decade are processing the light shale oil that is being produced in USA. These SMRs can be as small as 1,000 bls/day in capacity. Their economics are different to large refineries with much lower capital costs and construction times.
Local processing could save heaps on transport to and from remote refineries.
USA's oil production is still climbing and currently the highest it has been at over 13 mmbls/day.
