The update states fairly clearly states that analysis has so far confirmed Rafael 1C volumes but that 2C and 3C are yet to be determined. We haven't lost anything yet except one of the years we were going to enjoy in early retirement. Hopefully, analysis will give us good news on reservoir size in due course.
If the shallow holes come good, we'll be in a remarkably better position to negotiate with potential Rafael partners and likely able to do without a partner for a long time if we had to.
To decide to invest, potential Rafael partners would have to be happy with the 'cost-of-invest' to 'risk-adjusted-available-prize' ratio. We don't know if it is a large cost-of-invest or a insufficiently large risk-adjusted-available-prize that is making them bork. If the latter, we don't know if risk/uncertainty is too high or the available prize has insufficient value.
Time will tell.
