If there wasn't a significant sell off by an insider, it very well could be because there is not enough liquidity in the stock and they can't get a counterparty to do an off market transfer. If you hold a significant amount of shares in a penny stock, it becomes an issue to trade them in any meaningful volume.
Just a thought for consideration, not saying its the case in this instance.
