My understanding is that a shorter needs to put up collateral to the lender - so they do pay “up front” afaik.
However, the borrowing takes place “off-market” and the short selling “on-market”, so there is still that feature to provide them a tool for manipulation/advantage.
I’m sure someone else can provide more detail and/or correction.
