Yes, all that time, keeping it to themselves and doing nothing about it. It does indeed look like they had no plan B so they must have been very confident that the gold was coming out of the ground in the development material. I can not believe that they had not already worked out that there was very little gold in the heavies, and that they would not be able to supply the plant from the northern zone... Asleep at the wheel come to mind..
