All, It is a bit of a nightmare trying to find current or historical views of Alaskan statutes. Here is the relevant section of the statute paragraphs (a) through (o) which outline the tax credits:

SB21 which is up for repeal added paragraphs (p) through (u) which placed restrictions on the above tax credits (and added a bunch of non-exploration tax credits benefiting the big oil producers with legacy fields):

Unless anyone has evidence to the contrary, our tax credits are not under threat.
