A mine that doesn't have adequate processes in place to seperate vehicles and personnel would be considered unsafe and remain shutdown until such time that the regulator could be assured that adequate controls are in place to safely resume work.
We dont know the circumstances of the incident and we dont know whether part of the mine remains shutdown while other areas are able to return to operations (although we do know that at least some part of the mine are resuming operations). We can assume that the areas returning to operations are safe.
