From a purist viewpoint, you have a good argument, and until recently, that's what I supported. Trouble is, confidence and credibility is now so eroded that they will struggle to fund that appraisal without a new CR. That would be disastrous imo. This risks becoming a death spiral UNLESS something changes. We need to get revenue AND confidence back to the optimistic. Persisting with the same will not do it, so let's change it up (at least in the short term) to restore positivity.
It's not like we're abandoning the well (or zone)....just stepping 'sideways'
